Are all people God's children at the time of their birth? No, they are not. Men become God's children, they are not born as God's children.

Galatians 3:26-27 For ye are all the children of God by faith in Christ Jesus. 27 For as many of you as have been baptized into Christ have put on Christ. (KJV)

Galatians 3:26 You were all baptized into Christ, and so you were all clothed with Christ. This means that you are all children of God though faith in Christ Jesus. (NCV New Century Version)

All people have to believe and be immersed in water (baptized) in order to become children of God.
